The need to protect natural resources such as crude oil and solid minerals from threats resulting from sabotage and illicit activities has been a fundamental aspect of national defense and security policies across the world, including Nigeria.

However, over the last decade, the increasing destruction of pipelines, mine sites, and resource infrastructure by militants, bandits, terrorists, and other related criminal groups has raised urgent concerns for natural resources and environmental security across Africa and Nigeria in particular.

Furthermore, environmental threats posed by climate change, and its associated impacts on the reliability of defense infrastructure and national security planning, all raise the need for dynamic legal innovation in the design and implementation of national defense and security policies to promote resilience to new and emerging national security threats.
